If you want to register a property, you must have a cadastral file. This file is prepared during a special cadastral survey, during which the necessary data is collected.

 

You will also need a cadastral survey if you have built a new building or if you have converted premises. They are necessary to register an old building that is not yet registered, an apartment undergoing repairs or renovation, or an engineering structure.

Documents

To carry out cadastral measurements (inventories) of structures, buildings or engineering networks, you need the following documents:

Building design and cadastral survey file (if the property is already registered)

Certificate of ownership of the property

Parcel plan with coordinates of the turning points (if the parcel has been cadastral surveyed)

Inventories of buildings, structures and premises, also known as cadastral surveys, are necessary to accurately determine the size, physical condition and property value of an object. It also helps to record the exact location of the object and other important parameters, as well as changes to the property.

When you want to mortgage real estate or premises to a bank;
After the reconstruction, overhaul or other alteration of structures or buildings that require a building permit under the Building Law of the Republic of Lithuania;
When new properties are created;
When it is necessary to divide or separate structures, buildings or premises.

Inventories or cadastral surveys can be carried out more than once, depending on the needs. Often they are needed to obtain a loan or to mortgage a property to a bank. Sometimes inventories need to be carried out several times, especially for new constructions.

When building a new house that is not yet complete but has a roof (50-80% completion rate);
When the foundations of a new-build house are installed (less than 10% completion);
When the completion rate of the house is 100%.

First of all, cadastral surveys are carried out by specialised surveyors. When cadastral measurements of structures, buildings or premises are carried out, a cadastral data file is prepared. This file must be submitted by the developer to the building inspectorate.


In addition to the cadastral survey file, the owner must submit to the building inspectorate the building design, a geodesic photograph and other necessary documents. The Inspectorate examines the documents submitted and decides on a certificate confirming that the construction in progress is in conformity with the design.

After the cadastral measurements are registered, the owner must hand over the file and the certificate issued by the building inspectorate to the Registry Centre.

Information gathering: data on the boundaries of the parcel to be surveyed and the boundaries of adjacent parcels are collected.
Measurements: Accurate measurements of the territory are taken.


Marking: A date for the marking of the parcel is agreed with the owner and notices are sent to all interested parties.
On-site measurements: Establishment of plot boundaries, boundary markers.


Drawing up of the plan: A plan of the land plot is drawn up and checked with the National Land Office.
Registration: The data is submitted to the Centre of Registers.

The cadastral surveys for semi-detached houses are carried out in the same way as for detached houses. Once the whole building has been measured and a certificate has been obtained from the Building Inspectorate, the building is registered at the Registry Centre. Separate cadastral files are drawn up for the different flats in the building, which also need to be registered with the Registry Centre.


If the level of completion of the apartments corresponds to the level of completion of the building as a whole, the submission of documents to the Building Inspectorate is not necessary. In this case, it is sufficient to have only the cadastral survey files for the individual apartments.

The documents required for a garden house depend on its total area.


If the area of the garden house does not exceed 80 square metres, a certificate of unfinished construction from the building inspectorate is not required for registration. The owner of the house has to submit a cadastral measurement file and a special declaration of completion to the Centre of Registers, which can be signed by the owner of the house.


If the area of the garden house exceeds 80 square metres, the declaration of completion must be certified by the building inspectorate.
